Across the full October 16, 2024 NTREIS Rules and Regulations, the word "virtual" appears only in "virtual tours" and "Virtual Office Website." What governs is §7.30: only a true current photograph may be used, "without decorative borders, other embellishments, or any digitally enhanced modifications that would misrepresent the true condition or appearance of the property." So staging that adds furniture — personal property, not condition — is not banned and is in active use in DFW; staging that changes finishes, hides defects, or implies structure is. There is no watermark requirement, no original-photo requirement, and no remarks-disclosure requirement. The real enforcement risk in NTREIS runs the other way: branding on the image.

No staging-specific fine. §11.05 discipline menu: letter of warning; letter of reprimand; required education; "appropriate, reasonable fine not to exceed $15,000"; suspension 30 days–1 year; termination up to 3 years. Separately, MetroTex (the local shareholder association) states its own Listing Data Checker violations are handed to the MLS Director for fines "which start at $250.00 per violation" — that is MetroTex process, not an NTREIS rulebook figure.
